Put the "Psychedelic.dll" file in the Paint.NET "Effects" directory
This is usually "C:\Program Files\Paint.NET\Effects"
The effect is located in the Effects->Artistic submenu

Psychedelic parameters:

Amount - The strength of the effect. (0 - 100)
Frequency - The color frequency (0 - 40)
